doola Powers Business Formation Inside HelloGov

HelloGov customers can now form a US LLC or C Corp without leaving the HelloGov platform.

The flow is built on doola’s Formation API, running within HelloGov’s own business formation service, so state selection, entity naming, registered agent assignment, and owner details are all collected inside the product HelloGov’s customers already use for passports and visas.

The integration went live on August 21, 2026. It is doola’s first major Formation API partnership this year, built for a government-services audience rather than a tech-company one.

A Different Kind of Paperwork

HelloGov’s business is paperwork: passports, travel visas, vehicle titles, and other government filings that are simple in theory and slow in practice.

The company processes more than 5,000 applications a day and has handled over 4.1 million documents to date, with a 99.4% first-time approval rate on the filings it submits. Its 2026 merger with iVisa, a 13-year-old visa platform serving more than 100 destinations, extended that reach further into international travel and immigration services.

A lot of that customer base has a second, unrelated problem. Someone renewing a passport or working through a visa application is often, separately, trying to get paid by a US client, open a US bank account, or run a business that legally needs to sit inside a US entity.

That requires an LLC or C Corp and an EIN, and until August 21, HelloGov had no way to help with it. Customers either handled formation somewhere else or didn’t handle it at all.

One Flow, Not a Referral

doola powers business formation inside HelloGov rather than pointing customers to a separate formation site.

HelloGov’s application collects the state, entity name, registered agent, and member or owner details, and doola’s Formation API handles the rest: state filing, registered agent assignment, and EIN acquisition, running behind HelloGov’s interface rather than in front of it.

That distinction matters a lot here. HelloGov’s customers are people navigating government bureaucracy for a living, often across borders and language barriers. A formation product that hands them off to a second company, with a second login and a second support queue, reintroduces the exact friction HelloGov exists to remove.

doola runs this kind of integration as a white-label API by design. The formation flow lives entirely on hellogov.com, under HelloGov’s own product experience. It’s why the HelloGov team was able to bundle a formation product into its existing service lineup rather than build EIN, registered agent, and state-filing infrastructure from scratch.

What HelloGov Customers Get

The flow supports both LLCs and C Corps across all 50 states. Registered agent service is included for the first year, and the formation documents, operating agreements for LLCs and bylaws for C Corps, are built to be signed online and accepted by banks.

The detail that matters most here is the EIN timeline. Every new entity needs an EIN, or federal tax ID, to open a bank account or get paid.

With a US Social Security number, it can take just one to two business days. Without one, doola estimates a standard wait of four to eight weeks, or two to six weeks with its expedited option for non-SSN founders.

doola’s expedited timeline isn’t a minor footnote for HelloGov. Non-SSN applicants aren’t an edge case here. They’re close to the default case, since HelloGov’s core audience is already, by definition, dealing with cross-border paperwork.

The Same Backend, a Different Kind of Partner

HelloGov is yet another major platform building on doola’s Formation API this year, following the likes of Ramp, Whop, and Naive.

  • Ramp uses it for venture-backed startups that need C Corps.

  • Whop uses it for creators and merchants who need LLCs.

  • Naive uses it so AI agents can form entities on behalf of the founders building on top of its platform.

Each of these partners have a different product, a different buyer, and a different reason for needing formation infrastructure it didn’t want to build itself.

HelloGov is the first built around government services and immigration rather than software or commerce.

Formation Without a Separate Trip

When to Choose doola

There’s a clear shift across doola’s partnerships. Company formation is moving into the platforms people already use. No extra tool. No separate workflow.

“Formation used to be the one step HelloGov’s customers had to leave the platform to handle. Now it’s just part of the same flow, powered by doola underneath. Compliance and taxes coming soon, on that same API, so the entity doesn’t just get formed, it stays in good standing.”

- Arjun Mahadevan, Founder and CEO, doola

For HelloGov specifically, that means a founder can walk in for a visa or a passport renewal and walk out having also formed the business that trip was about in the first place.
